For normal active I3C Targets, yes. They should only send an In-Band Interrupt (IBI) Request when they have seen a STOP and the tAVAL time has elapsed (about 1 µs), and in response to a START (but not a Repeated START).

For Hot-Joining Devices using the standard Hot-Join method, they do not necessarily know the Bus condition, so they wait until the Bus is Idle (i.e., until SCL and SDA are both high for a duration of at least tIDLE).
